Perla Felix

Director of Social Services, Penn Marr Healthcare

Perla Felix, originally from the Philippines, I immigrated to the United States at age 14 to join my parents in Camarillo, California. My father worked as a farm laborer,  moving across California’s agricultural fields and living in employer-provided  encampments. My mother initially worked as an electronics assembler before  transitioning to a role at Camarillo State Hospital.

After graduating from high school, I attended Mount St. Mary’s College, where I  earned a bachelor’s degree in psychology, followed by a master’s degree in social  work from San Diego State University.

My career in social work began 38 years ago at Penn Mar Healthcare Center, a  facility contracted by the Los Angeles County Department of Mental Health (DMH).  Over the years, I’ve built a strong collaborative relationship with various  government agencies, including the LA County Department of Mental Health, the  Office of the Public Guardian, and the LA Superior Court, where I serve as an  unofficial liaison.

My focus has always been on supporting Los Angeles County’s persistently and  chronically mentally ill patients. By partnering with county-contracted agencies and  DMH, I assist patients and their families in navigating complex judicial and mental  health systems to secure the resources they need. Guided by my values of accountability, integrity, and dedication, I remain committed  to expanding the support and resources available for individuals diagnosed with  mental health conditions.
