Kathy Shoemaker RN

Chief Clinical Officer Exodus Recovery, Inc.

Kathy Shoemaker has worked for Exodus Recovery for over 25 years, serving in a number of leadership positions and has been instrumental in program development, planning, implementing, and supporting the operations of the most acute clinical mental health services in the spectrum of Exodus Recovery’s entire service platform. Currently in the role of Chief Clinical Officer, Ms. Shoemaker supervises all clinical services, with special emphasis on the 24-hour acute level-of-care programs, which include Psychiatric Health Facilities, Crisis Stabilization Units, Crisis Residential Centers, and, most recently, the Unarmed Mobile Crisis Response teams with the city of Los Angeles.

All programs in our four counties (Fresno, Orange, San Diego, and Los Angeles) rely on liaising with contracted medical groups to employ psychiatrists, internists, and nurse practitioners. To ensure compliance with Federal, State, County, and City standards, she has built a nuanced reporting structure for the Education and Quality Assurance Departments. Kathy has many years of experience with hospital and clinic administration and business development in both the private and non-profit sectors.

Recognizing that access to high-quality mental health care improves the social determinants of health, Kathy developed Exodus’ tele-psychiatry program 12 years ago to efficiently provide services to individuals in crisis throughout all programs in our four counties. Her innate enthusiasm continues to make her a sought-after participant in Crisis Panel presentations.

Kathy possesses a diverse clinical background encompassing mental health, physical health, and substance use services for adults and adolescents in both inpatient and outpatient settings. As a passionate advocate, she participates in multiple mental/behavioral health committees committed to resolving Emergency Department overcrowding, crisis intervention, and access to and integration of care. Most recently, she was appointed to the Westside Regional Behavioral Health Facility Advisory Committee.
